You can add friends from Facebook and other social networks to the People web service. Here’s how:
Go to http://people.live.com.
Under Add people to your contact list, click a service (e.g. Facebook, Google, etc.)
Follow the instructions to add the service.
To import contacts using a CSV file (a format other programs commonly use for exporting data), click Import from file.
Note
To dismiss Add People to your contact list, click No, thanks. To reopen it, click Manage, then click Add people.
