Download a language pack to get handwriting recognition for another language
To recognize your handwriting in a specific language, your Tablet PC must have the handwriting recognizer for that language installed.
Where available, the handwriting recognizers are included in the corresponding language pack. To turn on handwriting recognition for a language, you need to do two things: get the language pack, and then add the input language that you want to use.
Note
Language packs are available in Windows 7 Ultimate through Windows Update as optional updates. They aren't installed automatically. If you're using Windows 7 Enterprise, contact your system administrator for information about installing additional languages.

Open Windows Update by clicking the Start button 
. In the search box, type Update, and then, in the list of results, click Windows Update.

In the left pane, click Check for updates, and then wait while Windows looks for the latest updates for your computer.

If any updates are found, click Select optional updates.

Select the language pack that you want, and then click OK.

Click Install updates.
If you're prompted for an administrator password or confirmation, type the password or provide confirmation.
Note
If Windows doesn't find any updates when you click Check for updates, wait a day and then try again.

Open Region and Language by clicking the Start button , clicking Control Panel, clicking Clock, Language, and Region, and then clicking Region and Language.

Click the Keyboards and Languages tab, and then click Change keyboards.

Under Installed services, click Add.

Double-click the language you want to add, double-click Keyboard, select the text services options you want to add, and then click OK.
Note
To enable personalization for the language that you're adding, such as adding words to the dictionary or handwriting personalization, you must log off and log back on after you add the language.
The following table shows the list of languages that support handwriting recognition, and which language packs to download to get a specific handwriting recognizer.
