When a subscriber identity module (SIM) PIN is blocked, the device is locked and it can't be unlocked with the PIN. The device status will be displayed as Device locked. To unblock the PIN, you must enter a PIN unblock key (PUK) that you get from your mobile broadband provider. You must create a new PIN during the unblocking process.
If the status of your device is displayed as Device locked, right-click the mobile broadband network, click Properties, and then click the Security tab.
Click Unblock PIN.
Type the PIN unblock key (PUK), type and verify the new PIN, and then click Unblock PIN.
If the PIN isn't currently blocked, the Unblock PIN button isn't available.
