This error can happen if you installed Windows from removable media or a removable drive and the removable medium isn't inserted or the drive isn't connected.
To fix the problem, insert the removable medium or connect the removable drive and run Windows Update again.

This corrupt file sometimes can be fixed automatically by rerunning Windows Update.
