Add or edit your payment method for the Windows Store
To add or edit the payment method for your Windows Store account, follow these steps:

On the Start screen, tap or click Store to open the Windows Store.
Swipe in from the right edge of the screen, then tap Settings.
(If you're using a mouse, point to the top-right corner of the screen, move the mouse pointer down, then click Settings.)
Tap or click Your account. If you haven't signed in to the Windows Store, sign in using your Microsoft account.
Tap or click Add payment method or Edit payment method, edit any necessary info, and then tap or click Submit.
To remove a payment method from your account, follow these steps:

Go to the billing website and sign in with your Microsoft account.
Tap or click payment options.
Choose a payment method, tap or click remove, and then tap or click remove.

To be able buy an app from the Store in a specific country or region (based on the Home location setting for your PC), you need to use a payment method from that country or region. For example, if you buy an app from the Store and your PC’s Home location is set to the United States, your payment method needs to be one from the United States.
When you add a credit card as a payment method, Microsoft authorizes the card by making a small, temporary charge to your account. You won’t pay anything until you buy something from the Store.
Your credit card company might charge an International Transaction Fee (ITF) or a currency conversation charge when you buy something from the Store.
