If you can’t open or save an attachment that’s been sent to you, chances are your browser needs to be updated.
If your PC is running Windows 7 SP1 or higher, your best bet is to upgrade to Windows Internet Explorer 11.
If your PC is running Windows Vista and Internet Explorer 9, install the latest security patch. If you still can’t open or save an attachment, clear your cookies.

If you want to send pictures or other files in Outlook.com, you have three options:
Send as an attachment: this is the classic, old-school method.
Send pictures inline: add pictures directly to the text in your email.
Share from your OneDrive account: perfect for large files, or large numbers of pictures. Your recipient receives a link to only the files you want to share in your OneDrive.
To start composing an email, click New.
Click Insert, and then click Files as attachments, Pictures inline, or Share from OneDrive.
Browse your PC or OneDrive and select a file. For multiple files, hold down the Ctrl key while selecting them.
To remove any file from the email, right-click the file thumbnail, and then click Remove.
To resize pictures inline, right-click the picture, and then click a different size.
If you’re sharing from OneDrive, you need to make sure the file has been uploaded to OneDrive beforehand.
