What is Fdisk?

Fdisk is an advanced command line tool that was part of earlier versions of Windows. Fdisk was used to create, delete, and format partitions on hard disks that were formatted using the FAT32 and other FAT file systems.

Fdisk doesn't work with partitions or hard disks that are formatted using the NTFS file system, and it's not included in Windows 7.

How do I format a partition or hard disk in Windows 7?

In Windows 7, you can use Disk Management to create, format, and delete partitions using both NTFS and FAT32 file formats. For more information, see Create and format a hard disk partition and Delete a hard disk partition.
